Wall Street is the center of the Financial District of New York City and the location of the largest stock exchange on Earth.

Ross Mandell ran an investment fraud scheme on Wall Street that scammed investors out of millions of dollars. In 150,082 CMT, Mandell was nicknamed "Wall Street's Bad Boy" when his crimes were exposed to the public.[1]

In 150,082 CMT, Heavy instructed Doug Walker to hand the $200,000 that Walker owed him to a courier on Wall Street. However, Ross Mandell caught wind of this exchange before it went down and intercepted the courier that Heavy had sent, knocking them out and stealing their clothes. When Walker arrived on Wall Street, he met with the disguised Mandell and mistakenly assumed that Mandell was the courier because he matched the description that Heavy had given him. Walker handed the 'courier' the briefcase with the $200,000 and asked if the payment settled his debt with Heavy, but the 'courier' knocked Walker out with a punch to the face and escaped with the money.[2]

This entire interaction was witnessed by an anonymous individual who had passed Walker on Wall Street and secretly followed him to the rendezvous with Mandell in the hopes that he could obtain an autograph from him. This individual also recognized Mandell when he removed his disguise and decided to follow Mandell, thinking that he "wasn't gonna let another celebrity get away that easily". The celebrity-stalker tracked Mandell off Wall Street and to a nearby spaceport, where he saw Mandell file a flight plan with a "local tough guy" to the Stouttish Islands in order to escape his upcoming trial on Earth.[3]

In 150,084 CMT, Jesse Ventura referred to Ross Mandell as "Wall Street's Bad Boy" when counting off the members of the Dong Squad on Meme World.[1]

Meanwhile, Doug Walker informed Seran Dol-Abi that not only had Ross Mandell stolen from Walker, but that Mandell had also stolen millions from Wall Street.[4] Walker also tried to explain to Heavy that Ross Mandell had stolen the $200,000 during his meeting with the courier on Wall Street, but Heavy thought it was unlikely that the "Wall Street bad boy" would have stolen the money in person and instead chose to believe that Walker was lying.[5]

Later that year, the unidentified individual who had watched Mandell knock out Walker on Wall Street two years prior called the New York City Police Department and reported that Mandell had fled to the Stouttish Islands.[3]
