The Shadow Proclamation headquarters was located on three interlinked asteroids somewhere in the Original Universe.

The Zahgargak was originally stored in the Shadow Proclamation's headquarters. Kakamu once teleported it to his side to fight Zev Raregroove, but it was defeated, so it was teleported back.[1]

In 100,080 CMT, Blackout boarded the Shadow Flare and used it to destroy the Shadow Proclamation's headquarters. The Shadow Architect tried to escape on a heavy cruiser, but she and it were also destroyed.[2] The organization was crippled following the destruction of the Shadow Proclamation's headquarters, but Blackout made sure that it was disbanded.[3]
