Preston Stormer is a robotic law enforcement officer who was created and employed by the Hero Factory. He had at least two 'cousins', the brothers James Stormer and John Stormer.

In 150,081 CMT, Preston Stormer was in Makuhero City when User Kon was thrown out of a portal nearby, having been exiled there by Blackout. Stormer approached the User and asked him if he needed assistance; User Kon, disturbed by the realization of where he was, ignored Stormer for a moment before eventually asking the robot if he knew what an Olmak was. When Stormer replied that he did not,[2] User Kon asked if Makuhero City was connected to the internet, which surprised Stormer because nobody had called it 'the internet' in centuries. Upon informing User Kon that Makuhero City did indeed have an internet connection, User Kon asked to use it, unaware that citizens of Makuhero City had access units in their homes. Assuming that User Kon was merely a confused citizen, Stormer informed him that he could use an access unit at home to access the internet, prompting the User to bluff that he did not have one because he had only just moved to the city and had yet to get one installed. Understanding User Kon's predicament, Stormer directed him to a nearby internet café which was equipped with internet access units. User Kon immediately left without thanking Stormer, using one of the terminals inside the café to access BZPB and regain control of his characters.[3]
