Neil Donovan is a former trade union leader and the Prime Minister of the Tanari colony of Yorak.

During the rule of Edward Allman, Donovan organised free trade unions on Yorak, and in the late stages of the Tanari War, he led a general strike as part of a broader strategy to bring down the Allmanite colonial government. As a result, Yorak soon joined its neighbour Sukhonia as one of the only two Tanari colonies to free themselves from Allman's dictatorship without the direct intervention of the Takemikazuchi or Malchiorian militaries. At some point after the armistice, Donovan was presumably democratically elected Prime Minister of Yorak. He called his job 'the best job in the Confederation' and claimed to have no desire to move into federal politics[1].

In 7 AR, Donovan was re-elected with an increased majority. He claimed his victory was a rejection of Silver Eachan's 'divisive' campaign, and warned that the President secretly planned to implement policies unpopular with many inhabitants of outlying Tanari worlds, such as the reintroduction of conscription, restrictions on movement between colonies, or economic sanctions on colonies that introduce regulations on certain industries.[2] Donovan had received this information from a leaked copy of a joint memo by the Finance and Defence Ministries regarding potential emergency policies. Eachan was notified of the leak shortly afterwards by Giorgio Camminatore Cespuglio, a civil servant working in his office.[3] David Robert Jones and Morgan Peres diverted from their schedule to meet Donovan on Yorak shortly upon hearing the news[4], and Donovan took the opportunity to first confront Peres about how he'd become Jones' running mate despite having lost to Eachan before and having spent the War in exile doing very little while people like him had struggled, and then, together with his political allies from The Trilateral, Sukhondese PM Beatriz Saavedra and Yarish MRF leader Anna Lundby, proposed Jones and Peres temporarily focus their campaign efforts on their three planets, as they believed the peripheral but heavily populated region of the Confederation would respond strongly to such an effort, giving Jones an advantage over Eachan[1].
