In the Dark Mirror Universe, a council was formed to administrate the Matoran Universe following the collapse of the Toa Empire.

Dume's Proposition[edit | edit source]

In 3500 ADP, much of the Matoran Universe was ruled by the Toa Empire until its leader, Tuyet, was killed by the resistance member Takanuva in the Battle at the Coliseum. The death of Tuyet threatened to upset the balance of power in the Matoran Universe, so Turaga Dume, the former ruler of Metru Nui, decided that the various factions of their world must work together to achieve peace in the face of this uncertainty. In the aftermath of the Battle at the Coliseum, Dume announced his intention to hold a meeting for the leaders of the various factions to gather to discuss their future of their world. Teridax immediately chose to take Krika to the meeting with him.[1]

Dume's meeting took place in Ta-Metru. The factions with representation in attendance were the Brotherhood of Makuta, as represented by Teridax and Krika; the Dark Hunters, as represented by the Shadowed One and Ancient; the resistance, as represented by Pohatu; and the remnants of the Toa Empire, as represented by Onua, Nidhiki, Karzahni, an unidentified Toa of Plant Life, and one other Toa.[2] The Order of Mata Nui did not have representation at the meeting, but its leader, Helryx, was made aware of its occurrence.[3]

In the meeting, Dume suggested to the attendees that they should diplomatically elect the new rulers of the territories left behind by the fallen Empire, either by allowing each faction to pick a certain number of islands to rule, or by forming a council to decide who rules what together. Karzahni and the Shadowed One put forward another idea: that one of the factions would attempt a takeover of the Matoran Universe by themselves. This angered Pohatu, who threatened that whoever did so would face resistance, and Teridax commented that his plans made the others' look like a "Rahi's fantasy". Dume's vision for the meeting deteriorated further when an argument broke out between him and the Toa Empire representatives, who took great offense at his suggestion that Tuyet had poisoned Onua's mind. Eventually, Dume announced that he would have to take command of the Toa who still strove for peace and stand on the sidelines while the other factions fought each other, and whoever won that battle would then have to face him and his Toa. The attendees agreed, so Dume adjourned the meeting.[2]

The Council[edit | edit source]

Although Dume failed to convince the faction leaders of the need for a council to administrate affairs in the Matoran Universe, an administrative council similar to the one he desired to create was eventually formed. This council, which was led by Helryx and consisted of representatives from all the major species of the Matoran Universe, took control of the Matoran Universe.[4]
